TOC — Técnico Oficial de Contas
Portugal's certified accountant. Required for organized accounting; helpful for complex IRS situations and IFICI applications.
Técnico Oficial de Contas (TOC), also known as Contabilista Certificado (CC) following professional reforms, is a certified accountant licensed by the Ordem dos Contabilistas Certificados (OCC). TOCs are legally required to sign off on accounts for businesses using organized accounting and for companies filing IRC (corporate tax) returns. For individual taxpayers, engaging a TOC is not legally required (most can file Modelo 3 directly via Portal das Finanças) but is strongly recommended for: taxpayers with complex income structures (multiple categories, foreign income), those applying for IFICI or other special regimes, property investors, self-employed individuals choosing between simplified and organized accounting, and non-Portuguese speakers navigating the tax system for the first time.
