AT — Autoridade Tributária

The Portuguese Tax and Customs Authority. Administers IRS, issues NIF numbers, and approves special regime applications.

Autoridade Tributária e Aduaneira (AT) is the Portuguese Tax and Customs Authority, operating under the Ministry of Finance. AT is responsible for administering personal income tax (IRS), corporate tax (IRC), VAT (IVA), and customs duties. For individuals, AT issues the NIF (tax identification number), processes annual tax returns (Modelo 3), approves special regime applications such as IFICI, and issues tax residency certificates. AT operates the Portal das Finanças (portaldasfinancas.gov.pt), the primary online portal for filing returns, managing tax affairs, and checking withholding tables.
